The
Bayswater Energy Center on the Rockaway
Peninsula in New York City was built to supply
reliable energy to meet summer peak electrical
demand.
This new 54-megawatt plant was designed and
constructed on a Fast Track basis. The Owner,
FPL Energy, contracted with Foster Wheeler
Power, Inc. for engineering, procurement, and
construction of the plant. Joseph R. Loring
& Associates, Inc. performed the Balance
of Plant mechanical and electrical
engineering, instrumentation and controls
coordination and architectural design.
The plant supplies electric power to the
Long Island Power Authority (LIPA). The local
community benefited by avoiding brownouts and
blackouts. Emission reduction technologies
were employed so that the release of nitrogen
oxide and carbon monoxide were within strict
environmental regulation parameters.
The facility was designed,
constructed and brought on line within seven
months after Notice to Proceed an unusual
achievement for construction of a power plant
in New York City. Teamwork was a key element
in the execution of this Fast Track project.
The team members from FPL Energy, Foster
Wheeler and LORING worked closely to assure
on-time delivery of the project.
The simple cycle plant is based on a Pratt
& Whitney FT8 Twin-pack gas turbine
generator. Balance of Plant equipment included
a 69 kV substation; 13.8/4.16 kV substation;
emission reduction catalyst system; 3000
horsepower gas compressor; fire pump, deluge
and hydrant systems; and demineralized water
production, storage and distribution.
