Loring traveled to the site for investigation, documenting as-built conditions and supervising testing, tracing and cleaning / rooting out existing piping. Loring was responsible for coordinating with building staff, contractors and civil engineers within the investigation / survey.

The modular building MEP / FA systems were connected to the hospital base building systems. A condition assessment was performed of the MEP / FP / FA systems within the facility to determine infrastructure type, sources, locations, and site vendors.
General Services Administration, Ron de Lugo Federal Office Building and U.S. Courthouse – Retro-Commissioning, St. Thomas, U.S. Virgin Islands
A retro-commissioning study was performed for the Ron de Lugo Federal Building and U.S Courthouse located in Saint Thomas, U.S.V.I. The purpose of this study was to identify the cause of the humidity and condensation problems that have been occurring in multiple areas of the building. The study investigated whether the building’s HVAC system meets the original design intent and looked at ways to improve building performance by saving energy and increasing occupant comfort and indoor air quality. Loring also developed a survey plan and conducted functional testing for the HVAC equipment in the facility in order to gather data on controls, capacity, condition of the existing equipment, information on areas of concern, and performance of existing equipment. The retro-commissioning study also included taking airflow measurements on the ventilation equipment to assess equipment performance and help trouble shoot existing issues in the building.
