In an effort to develop the former Brooklyn Navy Yard as a center for small and medium-sized businesses, Loring was retained to provide engineering design services for the upgrade of the electrical distribution system. A new building was constructed to house this equipment. The restored substation functioned as a model for future reconstruction of four additional substations at the Navy Yard.
