Development of an Energy Reduction Plan (ERP) for the portfolio of buildings operated by the New York City Department of Parks and Recreation (NYC Parks). The ERP formalizes a comprehensive strategy to reduce energy use and greenhouse gas (GHG) emissions in alignment with the requirements and targets established under New York City Local Law 97 (LL97) of 2019 for City-owned buildings. The ERP emphasizes near-term actions over a 10-year planning horizon, with an extrapolation toward long-term emissions reduction goals through 2050, and establishes a project execution roadmap to meet or exceed City targets.
The scope of work included the following key tasks:
-Task 1: ERP project management, including development of a comprehensive project management plan to guide the ERP process.
-Task 2: Review of compiled NYC Parks and New York City Department of Citywide Administrative Services (DCAS) data, identification of missing information required to complete the ERP, and development of a Data Collection and Gap Elimination Plan.
-Task 3: ASHRAE Level II Energy Audits, building envelope assessments, and/or asset inventory and condition assessments for a representative sample of key NYC Parks facility typologies.
-Task 4: Development of a comprehensive and actionable Energy Master Plan report to support coordination across internal NYC Parks units and to inform project planning and implementation in support of intermediate and long-term emissions reduction goals.
